国家科技重大专项是我国科技发展的重中之重,是深化科技体制改革、促进科技与经济有机结合的重要载体。人才是保障重大专项任务目标实现的关键因素,激励的缺乏或不足将影响承担国家科技重大专项科研人员的积极性和创造性,甚至出现人员流失现象。本文对国家科技重大专项科研人员的激励机制进行了深入研究,通过政策分析、问卷调查、实地调研和专家座谈等多种方式分析了存在的若干问题,提出了相应的对策建议。

The National Science and Technology Major Project (NSTMP) is the top priority of science and technology plan for China"s science and technology development. It is an important carrier for deepening the reform of the science and technology system and promoting the organic integration of science and technology and economy. Researcher are the key factors to ensure the realization of the goals of major special tasks. The lack of incentives will affect the enthusiasm and creativity of personnel who undertake NSTMP tasks, and even lead to the outflow of talent. This paper has conducted in-depth research on the incentive mechanism of NSTMP, and analyzed some existing problems through policy analysis, questionnaire survey, field research and expert discussion, and finally put forward corresponding countermeasures and suggestions.
