This paper analyzes the necessity and domestic and international situation of constructing the framework of spatio-temporal information infrastructure construction and service standard system, and discusses the construction target, construction principle，construction perspective and hierarchy structure of the framework of spatio-temporal information infrastructure construction and service standard system.
