突发事件需要多主体协同应对,信息和知识是实现多主体协同的基础,建立多主体应急知识协同管理体系对于提高应急能力有重要意义。基于知识协同理论对多主体应急协同管理体系进行了深入研究：首先对当前多主体应急知识管理中存在的主要问题进行了剖析,然后在此基础上提出了多主体应急知识协同管理体系模型,并从概念模型、运作模型、实施模型三个层面对其进行了全面描述,最后,从组织、技术、法规制度三个层面对其保障体系进行了讨论。所构建的多主体应急知识协同体系模型全面、系统,体现了知识协同活动与应急管理过程的融合,该模型为面向多主体的应急知识协同管理体系的构建提供了较为系统的理论参考。

Emergency requires multi-agent's collaboration to respond, and information and knowledge are the basis for multi-agent's collaboration, so it is of great significance to establish a multi-agent emergency knowledge collaborative management system for improving emergency response capability. In this paper, based on the theory of knowledge collaboration, the multi-agent emergency collaborative management system is deeply studied. First, the current problems existing in the multi-agent emergency knowledge management are analyzed. Then, based on the analysis of these problems, the multi-agent emergency knowledge collaborative management system model is proposed, and a comprehensive description is given from conceptual model, operational model, and implementation model. Finally, the paper discussed the guarantee system from three levels: organization, technology, and regulations. The model of multi-agent emergency knowledge cooperation system embodies the integration of knowledge cooperation activities and emergency management process, and it provides a theoretical reference for the construction of multi-agent emergency knowledge cooperation management system.
