归纳了人才政策发展的时间性、空间性和历史性三个特征,把人才政策分成了吸引与保障政策、培养与发展政策、管理与维护政策和评价与考核政策4类。基于人才政策特征和分类方式构建了人才政策发展三阶段模型,并利用中国2000~2018年人才政策发展情况进行了验证。最后,建议政策制定者了解本地区人才需求、人才政策发展阶段、关注人才政策的有效性和效率以及合理搭配人才政策组合。

This article summarizes the three characteristics of talent policy development: timeliness, space and historicity. According to the characteristics of talent policy development, we divide talent policy into four categories: attraction and guarantee policy, cultivation and development policy, management and maintenance policy, evaluation and assessment policy. Based on the characteristics and classification of talent policy, a three-stage model of talent policy development is constructed. And we verified the model by the development of talent policy in China from 2000 to 2018. Finally, we suggest that policy makers should understand the talent demand, the development stage of the talent policy, pay attention to the effectiveness and efficiency of the talent policy, and reasonably match the talent policy combination.
