Abstract:This article summarizes the three characteristics of talent policy development: timeliness, space and historicity. According to the characteristics of talent policy development, we divide talent policy into four categories: attraction and guarantee policy, cultivation and development policy, management and maintenance policy, evaluation and assessment policy. Based on the characteristics and classification of talent policy, a three-stage model of talent policy development is constructed. And we verified the model by the development of talent policy in China from 2000 to 2018. Finally, we suggest that policy makers should understand the talent demand, the development stage of the talent policy, pay attention to the effectiveness and efficiency of the talent policy, and reasonably match the talent policy combination.
