围绕国际科技创新中心建设的战略目标,在科研管理领域,粤港澳大湾区坚持一国之本的同时应善用两制之利,在党中央进行“放管服”改革的背景下积极借鉴并融合适用香港科研管理制度,释放科技创新的活力,以科研管理制度的协同创新促进大湾区的融合发展。香港科研管理制度灵活而不失严格,助力香港众多知名高校取得了世界闻名的科研成就。基于香港科研管理制度的实践经验,结合中央“放管服”改革精神要求,粤港澳大湾区应推动科研管理制度协同创新,改革创新科研管理办法,先行先试,更好地发挥科研资助的价值、激发科研人员的积极性。

Under the strategic goal of the construction of international science and technology innovation center, in the field of scientific research management, the Guangdong-Hong Kong-Macao Greater Bay Area must stay committed to the basis of “one country”, and leverage well the benefits of “two systems”. The central government is pushing forward the reform to streamline administration, and the Greater Bay Area should actively learn from and integrate the scientific research management system of Hong Kong to release the vitality of scientific and technological innovation and to promote the integrated development of the Greater Bay Area. Hong Kong"s scientific research management system is both flexible and strict, helping many famous universities in Hong Kong achieve world-famous scientific research achievements. The Greater Bay Area should promote collaborative innovation of scientific research management system, reform and innovate scientific research management methods, explore the value of scientific research funds and stimulate the enthusiasm of scientific researchers.
