高校科技人才培养能够促进人力资本提升,进而对经济增长产生重要影响,但仍缺乏充足的实证研究证据,特别是区域层面的研究不足。选取上海市为研究对象,以2000-2017年上海市人力资本和经济增长数据为基础,利用Translog函数对高校科技人才培养与区域经济增长关系进行实证研究,结果证明高校科技人才培养能够促进教育人力资本提升,进而推动区域经济增长。研究期内,高校科技人才培养对上海市人力资本提升的平均贡献率为61.84%,人力资本和高校科技人才培养对上海市经济增长的贡献率分别介于11.8%~56.76%和7.3%~35.1%之间。保障教育投入、创造良好的人才发展环境等措施能够提升高校科技人才培养对区域教育人力资本和经济增长的促进作用。

The scientific skilled personnel training in universities can promote the improvement of human capital, and then has an important impact on economic growth. However, there is still lack of sufficient empirical research evidence, especially at the regional level. Taking Shanghai as the research object, this paper makes an empirical study on the relationship between the scientific skilled personnel training in universities and regional economic growth by using Translog function based on the data of human capital and economic growth from 2000 to 2017. The results show that the scientific skilled personnel training in universities can promote the improvement of education human capital, and then promote the regional economic growth. During the research period, the average contribution rate of scientific skilled personnel training to Shanghai's human capital is 61.84%, the contribution rate of human capital and the contribution rate of scientific skilled personnel training in universities to Shanghai's economic growth is between 11.8%~56.76% and 7.3%~35.1% respectively. Measures such as ensuring education investment and creating a good development environment can enhance the role of scientific skilled personnel training in universities to promote regional education human capital and economic growth.
