基于技术生态位视角构建广东省科技创新效率评价体系,运用DEA-Tobit模型对广东省21个地级市进行科技创新效率测算,并对其影响因素进行实证分析。研究结果表明:广东省科技创新效率在培育阶段和孵化阶段的平均综合效率分别为0.685和0.813,孵化阶段的整体科技创新效率高于培育阶段,且纯技术效率和规模效率共同制约着整体效率的提升;科技政策、应用研究与实验发展费用、国家级科技企业孵化器数量是影响科技创新效率提升的重要因素。基于实证分析结果,从知识产权保障、成果转化、基础研究等方面提出相应对策建议。

Based on the perspective of technology niche, this paper constructs the evaluation system of scientific and technological innovation efficiency in Guangdong province, uses the DEA-Tobit model to calculate the efficiency of scientific and technological innovation in 21 prefecture-level cities in Guangdong, and makes an empirical analysis of its influencing factors. The results show that the average comprehensive efficiency of scientific and technological innovation in Guangdong is 0.685 and 0.813 respectively, and the overall efficiency of scientific and technological innovation in incubation stage is higher than that in cultivation stage, and pure technology efficiency and scale efficiency jointly restrict the overall efficiency; science and technology policy, applied research and experimental development costs, the number of state-level science and technology business incubators are important factors affecting the efficiency of scientific and technological innovation. Based on the results of empirical analysis, the paper puts forward corresponding countermeasures and suggestions from aspects of intellectual property protection, achievement transformation and basic research.
