强化企业技术创新主体地位，充分发挥企业在技术创新体系中主力作用，是我国科技创新改革40年发展历程的重要启示之一。整合企业技术创新要素观、过程观和绩效观，提出NIS视角下企业技术创新过程模型；建立企业技术创新主体地位EKV评价框架和指标体系,采用综合指数法合成贵州省企业技术创新主体地位评价指数，结果表明：“十一五”以来贵州省企业技术创新主体地位大幅提升，TSI指数由2006年的58.35%提高到2018年的80.54%，作为西部省份贵州的企业技术创新能力与全国差距由41.65%缩小到19.46%，其中企业创新要素整合力、企业创新知识再造力和企业创新价值实现力与全国水平的差距分别缩小到3.92%、19.5%和34.96%；通过各级评价指标贡献率和敏感度研究，找出了提升贵州省企业技术创新能力的重要指标和关键敏感指标，并据此提出几点政策建议。

The results show that since the 11th five year plan, the technological innovation subject status of enterprises in Guizhou Province has been greatly improved. The TSI index has increased from 58.35% in 2006 to 80.54% in 2018. As a western province, the gap between technological innovation ability of enterprises in Guizhou Province and the whole country has narrowed from 41.65% to 19.46%, among which the enterprise innovation factors are integrated The gap between synergy, innovation knowledge reengineering and innovation value realization of enterprises and the national level has been reduced to 3.92%, 19.5% ,34.96% respectively. Through the research on the contribution rate and sensitivity of evaluation indexes at all levels, the important indexes and key sensitive indexes for improving the technological innovation ability of enterprises in Guizhou Province have been found out, and several policy suggestions have been put forward accordingly
