      为了准确评估核电厂场内应急预案,文章提出一种基于犹豫模糊语言集(HFLTS)的评估方法。首先从预案内容的角度出发,基于组织机构及职责、应急准备、应急响应与防护、应急保障以及总结与后期处置五个维度构建核电厂场内应急预案评估指标体系;其次考虑到群决策过程中专家给出评价时的犹豫性,运用HFLTS-层次分析法(AHP)计算指标权重,并利用犹豫模糊加权平均算子(HFWA)确定综合评分;最后以大亚湾核电站为研究对象,分析了其场内应急预案的关键内容和不足之处,验证了该评估方法的有效性和可靠性。研究结果可为今后完善核电厂场内应急预案提供参考借鉴。
英文摘要:
      In order to evaluate the on-site emergency plan in nuclear power plant accurately, this paper proposes an evaluation method based on HFLTS. Firstly, based on the contents of emergency plan, the evaluation index system is constructed from five dimensions: organization and responsibility, emergency preparation, emergency response and protection, emergency support, summary and later disposal. Secondly, considering the hesitation of experts when giving evaluations in the process of group decision-making, the criterion weights are calculated using HFLTS-AHP method, and the comprehensive score is determined using HFWA operator. Finally, taking Daya Bay nuclear power plant as an example, the key contents and de?ciencies of its on-site emergency plan is analyzed, and the effectiveness and reliability of the evaluation method are verified. The research results can provide reference for the future improvement of on-site emergency plan in nuclear power plants.
