      基于省域农业科技创新特征与内涵及省域农业科技创新能力概念的界定,从农业科技创新支撑要素、投入要素和产出要素3个方面构建省域农业科技创新能力评价指标体系,并对2008~2017年中国31个省市自治区的农业科技创新能力进行评价和分析。研究发现:我国省域农业科技创新能力稳步提升,但能力水平总体偏低;地区差距较大,且排名呈现“区域锁定”现象;创新能力领先省份同时具备较强的农业科技创新支撑、投入和产出能力,而落后省份在三方面均表现较差。
英文摘要:
      Based on the connotation and characteristics of provincial agricultural science, technology and innovation (ASTI), the concept of provincial ASTI capability, a capability evaluation index system of provincial ASTI was constructed from ASTI support factors, input factors and output factors. The ASTI capabilities of 31 Chinese provinces in the period 2008~2017 were evaluated and analyzed. This study finds that the ASTI capabilities of 31 Chinese provinces have steadily improved, but the overall level is relatively low; there is a large gap between provincial ASTI capabilities, and the rankings show regional lock-in phenomenon; the provinces with leading innovation capabilities have strong ASTI support, input and output capabilities, however, the backward provinces perform poorly in three respects.
