新经济环境下国家高新区高质量发展评价研究——以10家国家高新区为例

Research on the Evaluation of High-quality Development of National High-tech Zones in the New Economic Environment：Empirical Research from 10 National High-tech Zones

摘要:

基于新经济环境,将作为创新驱动发展战略的主力军和主阵地的国家高新区与一般性区域的高质量发展特征加以区分,把国家高新区高质量发展的特征概括为“四化”：智能化、生态化、平台化和国际化,并以“四化”作为一级指标构建包括11个二级指标和27个三级指标的国家高新区高质量发展综合评价指标体系。最后选取10家国家高新区作为评价对象,以验证指标体系的科学性和有效性。

Abstract:

Based on the new economic environment, this paper summarizes the characteristics of high-quality development of national high-tech zones in four aspects: intellectualization, ecology, platform and internationalization. And, this paper take these four aspects as the first-level indicators to construct a comprehensive evaluation index system for the high-quality development of national high-tech zones. Then, on the basis of fully combing and drawing lessons from the similar evaluation index system at home and abroad, 11 secondary indicators and 27 tertiary indicators are constructed. Finally, 10 national high-tech zones are selected as evaluation objects. From the evaluation process and results, it is proved that the index system is scientific and effective.
