SSO实行SEP免费政策虽有利于推广技术标准,但也可能影响技术供给者的参与积极性从而降低标准质量。本文基于Searle Center Database,用生存分析方法分析了SEP免费政策对SSO成员生存率的影响。研究表明在ICT行业中,SEP免费政策反而会提高成员的生存率,当成员同时加入多个SSO或在其它SSO中声明SEP时,这种效应尤其明显。本文的研究成果揭示出在复杂技术行业中,技术供给企业可能存在着迂回获利模式,SSO可以改进政策制定思路避免陷入“标准推广or标准质量”的两难选择。

Abstract:

Although the implementation of the SEP free policy by SSO is beneficial to the promotion of technical standards, it may also affect the enthusiasm of technology suppliers hence lowing the quality of the standards. Based on the Searle Center Database, this paper uses survival analysis to analyze the impact of the SEP free policy on the survival rate of SSO members. Research shows that in the ICT industry, the SEP free policy will improve the survival rate of members. This effect is especially noticeable when members join multiple SSO at the same time or declare SEPs in other SSO. The research results of this paper reveal that in a complex technology industry, technology supply companies may have a roundabout profit model. SSO can improve policy formulation thinking and avoid falling into the dilemma of "standard promotion or standard quality".
