产业技术创新活动是以技术创新人才为主体,以企业为载体,开展生产要素系列创新或组合创新的系统过程,产业技术创新系统与技术创新人才系统相互作用组成产业技术创新和技术创新人才互动支撑系统(ITES)。运用复杂适应系统理论(CAS),探索ITES的标识问题,采用层次分析法,由高校专家、企业专家和科技管理者分别对ITES标识进行排序筛选,得出“企业利润”是产业技术创新系统的最优标识,“创新意志”、“经济收入”是技术创新人才系统的最优标识,共同成为ITES系统的最优标识。

Industrial technology innovation is a systematic process. It takes technological innovation talents as the main body and enterprises as the carrier to carry out series or combination innovations of production factors. The industrial technology innovation system interacts with the technological innovation talent system to form an interactive support system(ITES). This paper uses the complex adaptive system theory (CAS) to explore the identifications of ITES, and applies the analytic hierarchy process (AHP) to sort and select the ITES identifications by university experts, enterprise experts and technology managers. Finally, we found that "corporate profit" is the optimal identification of the industrial technological innovation system, and "innovative will" and "economic income" are the optimal identifications of the technological innovation talent system, and they together become the optimal identifications of the ITES system.
