航天型号项目研制是科研院所参与国家重大科技创新的重要活动之一,研制任务具有时间紧、难度大、变量多、经费少等特点,分析和掌握研究过程本身的规律,对于保障科研任务顺利完成具有重要的实践指导意义。本文以科研院所承担的航天型号项目为例,通过梳理项目管理流程和约束条件,并对技术、进度、质量、经费等管理要素进行融合分析,采用权变管理理论、柔性组织理论、风险管理理论等科学管理理论和关键链技术、系统管理方法、统筹分析方法、故障树分析法等多种研究方法,从柔性项目组织管理、关键链进度管控、技术状态控制、面向产品实现的质量管理、风险识别和预防管理、试验管理策划、外协产品供应链动态管理、科研经费风险防控、物资采购支撑保障等九个方面建立全面系统的管理体系,从而保障航天产品按照质量和进度要求顺利交付,圆满完成空间在轨各项工程任务。

Research of aerospace model project is one of the important activities of scientific research institutes participating in national major scientific and technological innovation.The research task has the characteristics of short time,great difficulty,many variables and less funds.Analyzing and mastering the laws of the research process itself,It has important practical guiding significance for ensuring the successful completion of scientific research tasks.Taking the aerospace model project undertaken by scientific research institutes as an example,By Carding the project management process andSconstraint condition,fusion analysis of management elements such as technology,progress,quality and funds is also carried out.It adopts the contingency management theory, flexible organization theory, risk management theory and other scientific management theories and critical chain technology, system management method, overall analysis method, fault tree analysis method and other research methods.It establishes a comprehensive and systematic management system from nine aspects:flexible project organization management,critical chain progress control,technology status control,product-oriented quality management,risk identification and prevention management,test management planning,dynamic supply chain management of outsourcing products,risk prevention and control of scientific research funds,material purchasing support guarantee and so on.In order to ensure the smooth delivery of aerospace products in accordance with the requirements of quality and progress,successfully accomplish various engineering tasks in space on orbit.
