基于数据包络分析的BCC模型,结合Malmquist指数方法,利用2008—2017年青海省科技活动投入产出数据,通过测度青海省科技创新活动的综合效率、纯技术效率、规模效率及全要素效率变化,深入剖析青海省科技创新效率。结果表明,青海省的科技创新综合效率低于我国31省(市、自治区)的中位数水平,科技创新属于非DEA有效,科技创新整体水平比较落后,青海省科技创新活动存在科技进步不显著而抑制科技创新效率的问题。但同时,青海省科技创新全要素效率稳定波动增长,促进技术进步将有助于推动青海省科技创新能力的提升。

Based on the BCC model of data envelope analysis, combined with the Malmquist index method, this paper uses the input and output data of scientific and technological activities in Qinghai province from 2008 to 2017 to analyze the scientific and technological efficiency of Qinghai Province. By measuring the changes of comprehensive efficiency, pure technical efficiency, scale efficiency and total factor efficiency of scientific and technological innovation activities in Qinghai Province, this paper deeply analyzes the efficiency of scientific and technological innovation in Qinghai Province. The results show that the comprehensive efficiency of scientific and technological innovation in Qinghai province is lower than the median level of 31 provinces (cities and districts) in China, the scientific and technological innovation is non-DEA effective, the overall level of scientific and technological innovation is relatively backward, and the scientific and technological innovation activities in Qinghai province have the problem that scientific and technological progress inhibits the efficiency of scientific and technological innovation.
