为把握我国各地区科技人才竞争力发展水平,为研究提升整体科技人才竞争力的发展思路提供依据,使用因子分析法和聚类分析法,对2016-2018年我国31个省份科技人才竞争力水平进行综合评价。因子分析法和聚类分析法均得到了相同的分析结果:东部、中部和西部地区依次形成阶梯下降的格局,东部沿海地区科技人才竞争力保持前列且相对稳定,这种格局短期内不仅难以改变,而且可能会不断加剧;东北三省的科技人才竞争力水平处于不断下降的趋势;资源投入是促进多地科技人才竞争力水平提升的最主要因素。

In order to grasp the development level of scientific and technological talents in various regions of China and provide a basis for the development ideas of improving the overall competitiveness of scientific and technological talents, this paper uses factor analysis and cluster analysis to comprehensively evaluate the competitiveness level of scientific and technological talents in 31 provinces in China from 2016 to 2018. Both the factor analysis method and the cluster analysis method have obtained the same analysis results: the eastern, central and western of China have formed a pattern of declining steps, while the eastern coastal areas have maintained their leading position in science and technology and are relatively stable, and this pattern is not only difficult to change in the short term, but also it may continue to intensify; the competitiveness of scientific and technological talents in the three northeastern provinces is in a declining trend; resource investment is the most important factor in promoting the competitiveness of scientific and technological talents in many areas.
