Abstract:According to the goal of the national science and technology major project to break through the key technological barriers of key strategic emerging industries and to undertake the major national projects, in order to systematically study the factors affecting its intellectual property breeding, we extracted 17 major influencing factors through literature research and expert interviews, and Modeling is based on a confrontational interpretation structure model, and we comprehensive analyze the hierarchical structure and related relationships among influencing factors is carried out through a set of directed topological hierarchical diagrams with game relationships. The research found that: breakthrough innovation, innovation investment, market opportunities, and independent innovation capabilities are the most fundamental factors, and intellectual property application and industrialization are the final factors; there are three causal loops of mutual influence among these elements, among which innovation investment and innovation strategy are closely related. Risk Warning, management protection, and market competition are mutually causal and play a role at the same time. Innovation achievements, independent intellectual property rights, property rights upgrades and derivative innovations play an important role. Based on these finds, we put forward countermeasures and suggestions on major special intellectual property rights development, such as focusing on project review, strengthening resource input, establishing a management system for the whole innovation chain of intellectual property rights development, further improving the monitoring and evaluation mechanism.
