创新合伙人是合伙人浪潮下城市推动区域创新的一种新趋势新尝试。长期以来,海淀在科技创新方面始终走在全国前列,承担了许多科技创新、改革试点的重任。新发展阶段,海淀将创新合伙人作为一个战略安排,引领推动国际科技创新中心核心区建设,助力我国创新驱动发展和科技强国建设。本文在探讨创新合伙人内涵和机制的基础上,以海淀创新合伙人实践为例,分析其发展特点和问题,提出进一步完善创新合伙人机制、有效激励创新的政策建议。

Innovation partner is a new trend and attempt of cities to promote regional innovation under the wave of partners. For a long time, Haidian has always been at the forefront of the country in scientific and technological innovation and undertaken many important tasks of scientific and technological innovation and reform pilot projects. In the new development stage, Haidian takes the innovation partner as a strategic arrangement, leads and promotes the construction of the core area of the international scientific and technological innovation center, and helps China"s innovation driven development and the construction of a scientific and technological power. Based on the discussion of the connotation and mechanism of innovation partner, taking the practice of innovation partner in Haidian as an example, this paper analyzes its development characteristics and problems, and puts forward policy suggestions to further improve the innovation partner mechanism and effectively stimulate innovation.
