本文分析了当前陕西省科技人才综合评价体系存在的问题以及可能的制约因素,结合该省科技人才评价的实际需要以及“一带一路”战略需求,将陕西省科技人才分为三大类:基础研究类、工程技术类、创新创业类。进一步,提炼与归纳这三类科技人才评价的共有关键要素和专业关键要素,提出了科技人才评价的指标体系。利用层次分析法与模糊评价法相结合的方式,构建了陕西省科技人才分类评价模型。最后,提出了实施科技人才评价的保障措施。

This paper analyzes the problems existing in the evaluation system of scientific and technological talents in Shaanxi province, as well as the possible reasons behind. Combining the actual requirements of scientific and technological talents evaluation and the strategic needs of “Belt and Road Initiative”, the scientific and technological talents are divided into three categories: basic research class, technical-engineering class, entrepreneurship and innovation class. Moreover, common key elements and professional key elements for evaluating three kinds of scientific and technological talents are refined, and the evaluation index system of scientific and technological talents is put forward. Using the analytic hierarchy process and the fuzzy evaluation method, the classification evaluation model of scientific and technological talents in Shaanxi province is proposed. Finally, some safeguard measures are put forward for implementing evaluation of scientific and technological talents.
