数学是自然科学与工程应用的基础,是重大技术创新发展的基石,新兴产业的发展方向离不开数学的指引。作为促进应用数学与现代产业融合发展的有效平台,国家应用数学中心是国家科技创新体系的重要组成部分,是推动创新驱动发展的重要支撑力量。研究通过实地调研与深入访谈,从环境营造、人才引进、科研评价、企业投入等因素深入分析应用数学中心发展建设中存在的瓶颈问题,并提出建立有效沟通与合作机制、探索稳定与多元化投入机制、实行由应用数学家领衔的团队管理机制,以及建立激励应用数学研究落地的评价机制等制度构建与建议。

Mathematics is the foundation of natural science and engineering applications, and the cornerstone of major technological innovation and development. The development of emerging industries cannot be separated from the guidance of mathematics. As an effective platform for the intersection and integration of applied mathematics and modern industrial development, the National Center for Applied Mathematics is an important part of the national science and technology innovation system and an important supporting force for promoting innovation-driven development. Through field research and in-depth interviews, the research analyzes bottlenecks in the development and construction of the Applied Mathematics Center from environmental construction, talent introduction, scientific research evaluation, and enterprise input factors. The research proposes system constructions and suggestions: establishing an effective communication and cooperation mechanism; exploring a stable and diversified investment mechanism; implementing a team management mechanism led by applied mathematicians; establishing an evaluation mechanism that encourages the implementation of applied mathematics research etc.
