中原城市群是国家级七大城市群之一,在国家区域创新体系中占有重要位置。加快整合和提升中原产业技术创新与扩散能力,发挥区域创新协同效应,对于中部地区经济崛起具有重要支撑意义。本文提出了赋权区域产业技术流树(RITFT)模型,并基于RITFT对中原地区的产业技术扩散结构机制与创新协同效应进行了研究。首先提出区域产业技术相关度测量系数,在ITFN基础上提出RITFT建模原理及方法,构建中原地区RITFT,并从干流、支流等产业技术流分布特征上揭示中原区域产业技术创新与扩散的核心结构机制,进一步基于对个体产业承载、中介与扩散的基础效应和技术外溢与吸收的强度与乘数效应等方面的分析。研究发现中原城市整体技术扩散协作效率较高,产业创新存在省内大协同、区域内小协同,及空间支撑互补性强等特征。最后提出了不断强化区域创新政策供给,完善中原城市群产业协同创新体系,以中原城市群综合科技服务平台为支撑,建立中原城市群新型的产业创新治理体系,打造区域高效的创新生态系统。

The central plains urban agglomeration is an important national strategy and it plays an important role in the national regional innovation system. Accelerating the integration and promotion of industrial technology innovation and diffusion in the central plains, and giving play to the synergy effect of regional innovation are of great significance for the economic rise of the central China. Based on the weighted Regional Industrial Technology Flow Tree (RITFT), this paper studies the industrial technology diffusion structure mechanism and the innovation synergy effect of the central plains urban agglomeration. Firstly, the measurement method of regional industrial technology correlation model was put forward from the perspective of probability. Based on RITFN, the modeling principle and method of RITFT were proposed to construct the RITFT of the central plains urban agglomeration. Then, the core structure mechanism of regional industrial technology innovation and diffusion of the central plains urban agglomeration was revealed from the distribution characteristics of industrial technology flows such as the main stream and tributaries. Furthermore, based on the analysis of the basic effect of individual industry loading, intermediary and diffusion, and the intensity and multiplier effect of technology spillover and absorption, this paper comprehensively evaluated the innovation synergy effect of the central plains urban agglomeration. The results show that the overall efficiency of technology diffusion cooperation in the central plains urban agglomeration is high, and industrial innovation has the characteristics of large cooperation within the province, small cooperation within the region, and strong spatial support complementarity. Finally, it is proposed to continuously strengthen the supply of regional innovation policies, improve the industrial collaborative innovation system of central plains urban agglomeration, and establish a new industrial innovation governance system of central plains urban agglomeration with the support of the comprehensive S T service platform of central plains urban agglomeration, so as to create a regional efficient innovation ecosystem.
