我国工业高质量发展的评价与路径研究

Research on evaluation and path of high -quality industrial development in China

摘要:

工业高质量发展是经济高质量发展的实现基础和前提。在界定工业高质量发展内涵的基础上,阐释了工业高质量发展的动力机制,构建了工业高质量发展评价指标体系,运用熵值法对2008年至2019年我国内地30个省份(除西藏和港澳台地区)工业高质量发展水平进行综合评价。研究结果表明：第一,从时序演变来看,我国工业高质量发展水平整体呈现不断上升的趋势,但总体依然处于中低水平；第二,从空间格局来看,工业高质量发展水平区域发展不平衡,呈现出东部、中部、西部依次减弱的特征；第三,从工业高质量发展的分维度指数来看,开放发展指数得分最高,创新发展指数得分最低。我国应以创新驱动力为核心,提升改革动力、开放动力和需求动力,朝着智能化和绿色化的生产方式发展,产品模式向高端化和服务化转型升级,不断加强工业品牌建设,促进工业高质量发展。

Abstract:

The high-quality development of industry has laid the foundation and premise for the realization of the high-quality development of economy. This paper defines the connotation of high-quality industrial development, explains the driving mechanism of high-quality industrial development and constructs the evaluation index system of high-quality industrial development. The entropy method is used to comprehensively evaluate the high-quality industrial development level of 30 provinces (except Tibet, Hong Kong, Macao and Taiwan) in China from 2008 to 2019. The research results show that: First, from the perspective of time series evolution, the overall high-quality development of industry presents a rising trend, but the overall level is at a low-to-medium level. Second, from the perspective of spatial pattern, the regional development of high-quality industrial development is unbalanced, showing a trend of gradual weakening in the eastern, central and western regions. Third, from the perspective of the sub-dimension index of the high-quality industrial development, the production efficiency index has the highest and the innovation development index has the lowest. China should take innovation development driving force as the core, and enhance the driving force of reform, opening up and demand. The production mode of Chinese industry should develop towards intelligent and green, which should be transformed towards high-end and service-oriented. We still should constantly strengthen the construction of industrial brands. These are all ways to promote high-quality industrial development.
