通过梳理三螺旋理论对于技术创新的作用机理,将海洋高新技术产业创新过程解构为“技术基础联结-技术组织创新-技术应用转化”的螺旋过程,进而构建指标体系,并借助2012—2019年相关面板数据,采用DEA模型和Malmquist指数分析相结合的实证方法,分析了我国沿海11省市海洋高新技术产业创新能力的静态和动态效率。研究发现:7年间我国海洋高新技术产业整体创新传递效率为0.372,并且各沿海省市创新效率差异较大。在创新效率提升过程中,技术效率的贡献较为明显,技术进步的贡献有待进一步提升。

By combing the action mechanism of the three-helix theory on technological innovation, the periodic innovation process of marine high-tech industry is deconstructed into a spiral process of "technological foundation connection - technological organization innovation - technological application transformation", and then the index system is constructed. With the help of relevant panel data from 2012 to 2019, the empirical method of DEA model and Malmquist index analysis is adopted, The paper analyzes the static and dynamic efficiency of marine high-tech industry innovation ability in 11 coastal provinces and cities in China. It is found that the overall innovation transfer efficiency of China's marine high-tech industry in the past seven years is 0.372, and there are great differences in innovation efficiency among coastal provinces and cities. In the process of improving innovation efficiency, the contribution of technological efficiency is obvious, and the contribution of technological progress needs to be further improved.
