科技战略是创新发展的顶层设计，也是创新管理的重要抓手。针对当前科技战略思想、战略理论、战略研究方法不完善、未共识的问题，本文溯源研究了战略思想的发展与演化，对不同历史阶段、不同应用领域的战略思想、战略理论的特征进行了总结；研究提出了我国语境下科技战略概念的内涵与特点，在梳理相关科技战略研究的基础上提出战略研究的六类范式，（1）跟随创新的战略范式，（2）政治主导的战略范式，（3）场景牵引的战略范式，（4）技术推动的战略范式，（5）学界酝酿的战略范式，（6）竞争驱动的战略范式；并提出了涵盖六类研究范式的集成式科技战略研究框架。

Science & technology (ST) strategy is the top-level design of innovative development, and also the important tool for the innovation management. In view of the problems that there is still no consensus on the ideology, the theory and the methodology of ST strategy and still need further perfecting, this article traced the evolution of the ideology and theory of strategy, and summarized the corresponding characteristics of the strategic ideology in different historical stages and application fields. Furthermore, we proposed the connotation and characteristics of the concept of ST strategy in China, and put forward six types of research paradigms for ST strategy on the basis of investigating the relevant researches on ST strategy, i.e., strategic paradigm of following innovation (1st), strategic paradigm dominated by politics (2nd), strategic paradigm led by scene screening (3rd), strategic paradigm promoted by technology (4th), strategic paradigm proposed by the academia (5th), strategic paradigm driven by competition (6th). At last, the integrated research framework for the research of ST strategy is proposed, which cover all the above 6 paradigms.
