技术创新产权制度是利用法律或政策手段，对技术创新参与者事前达成的投入产出利益合约进行管理的安排。不同于“知识产权”，“技术产权”是参与者就技术创新所获得的技术成果享有的各种权利，是技术创新产权的最终表现形式。本文采用统计分析方法，对近20年来技术创新产权制度的文献进行梳理，发现以下四项共识：（1）技术创新产权是创新经济学的基础范畴；（2）技术创新产权及其所有制性质影响着企业股权资本配置；（3）技术产权交易市场化是实现技术创新的社会基础；（4）技术创新产权保护是实现国家治理现代化的法律基础。进一步，从发展“专精特新”中小企业和实现技术资本转化两个视角，对未来研究给出理论展望。

Technology-innovation property right system is an arrangement which uses means of laws and policy to manage the input-output benefit contracts reached by technology-innovation participants in advance.Different from intellectual property rights,technological property rights,as the ultimate form of technology-innovation property rights,are various rights on the achievements of technological innovation owed by the participants.Using method of statistical analysis,this paper sorted out the literature about technology-innovation property rights system in the past 20 years,and then found the following four consensus: (1)technology-innovation property right is one of the basic categories of innovation economics;(2)property right of technology innovation and its ownership influence the allocation of equity capital;(3)the marketization of technology property right transactions lay social foundations for technology innovation activities;(4)the protection of technology-innovation property rights is one of the legal basis for realizing the modernization of national governance.Finally,this paper gave theoretical outlook for future research from two aspects:the development of “Specialized,Fined,Peculiar and Innovative” SMEs and the transformation of technological capital.
