产业链“链长制”的理论内涵与实施路径 ——基于扎根理论的多案例实证研究

The Theoretical Connotation and Implementation Path of the “Chain Chief System” in the Industrial Chain

摘要:

产业链“链长制”作为一种产业政策创新，旨在依托科技创新促进产业新旧动能转换，提升政府对产业链的生态主导力。本研究明确了产业链“链长制”的概念界定、理论内涵和形成动因，采用多案例研究方法，以国内多个省份实施产业链链长制为研究对象，对多渠道收集资料进行交叉验证，运用扎根理论开展研究数据编码分析，从组织机制、协调机制和支撑机制三个角度提出产业链“链长制”促进产业链协同创新的实施路径。本研究能为地方政府实施产业链“链长制”提出理论依据和政策参考。

Abstract:

As an industrial policy innovation， chain chief system aims to promote the transformation of old and new industrial kinetic energy by scientific and technological innovation，and enhance the ecological leadership of the government over the industrial chain. This study clarifies the concept definition， theoretical connotation and formation motivation of the industrial chain chief system. It adopts a multi-case study method and takes the implementation of the industry chain chief system in many provinces in China as the research object. The grounded theory was used to code and analyze the research data，and propose the implementation path of the industrial chain chief system to promote the collaborative innovation of the industrial chain from the perspectives of organizational，coordination and support mechanism. This research can provide theoretical basis and policy reference for local governments to implement the "chain chief system" of the industrial chain.
