以合成生物学为前沿的生物科技是一个快速发展的新兴领域，由此带来的风险治理问题日益凸显，导致各国政府的治理行动和学术界的讨论关注。研究以欧美主要国家的治理策略为例讨论了合成生物学科技伦理治理的策动要素、具体路径及其管理机制，进而针对中国的监管现状提出健全法制化体系、建立常态化和长效性治理机制、建立合成生物学科研领域的风险监测、评估和预警全过程全环节风险管理机制、加强合成生物学的科技伦理政策研究以及促进公众参与科学决策等建议。

Biotechnology with synthetic biology as the frontier is a rapidly developing emerging field, and the resulting ethical issues in science and technology are gradually coming to the fore. Taking the governance strategies of major European and American countries as examples, discusses the motivational elements, specific paths and management mechanisms of the ethical governance of synthetic biology science and technology, proposes a sound legal system, a regular and long-term governance mechanism, a risk management mechanism for the whole process of risk monitoring, assessment and early warning in the field of synthetic biology research, and strengthen the science and technology ethics policy of synthetic biology research and recommendations to promote public participation in scientific decision-making in response to the current regulatory situation in China.
