高校人文社科项目制绩效评价及其改进目标统计研究

摘要:

研究项目是高校人文社科研究的重要支撑,对其绩效评估并明确改进目标具有重要意义。本文在深入分析高校人文社科研究投入产出诸要素关系的背景下,针对教育部世界一流大学和世界一流学科建设高校,以其人文社科研究数据为研究对象,采用联立方程模型解释项目的绩效,基于SBM-Super模型测度效率,明确改进目标,同时以确定最佳投入产出下研究项目的理想绩效为目标,探寻最优解,为确保其稳健性,需要借助BP人工神经网络进行检验。研究结果表明：人文社科项目的绩效有待提高；最佳投入下人文社科项目绩效提升较快,项目绩效水平有待提高；最佳投入下人文社科投入产出关系更匹配程度更高；人文社科投入产出效率总体进步空间巨大,主要原因是不同高校研究水平相差较大,导致纯技术效率水平较低；研究经费绩效较低需要引起足够的重视。

Abstract:

The research project is an important support for humanities and social science research in universities, and it is of great significance to conduct performance evaluation and clear improvement goals. Based on the thorough analysis to the university humanities and social science research input and output, on the basis of analyzing the relationship between all key elements of double first-class construction based on the ministry of education college humanities and social science research data, using simultaneous equation model the performance of the project, and uses the SBM Super model to measure the efficiency, a clear improvement objectives, and further study the best input and output under the ideal performance of the project, the BP artificial neural network is adopted to improve the robustness test. The research results show that: the performance of humanities and social sciences projects need to be improved. The performance of humanities and social sciences projects is improved quickly under the best input, and there is still a large space for the improvement of project performance. The input-output relationship of humanities and social sciences is more coordinated under the optimal input. The input-output efficiency of humanities and social sciences is generally low. The main reason is that the research level of different universities differs greatly, leading to the low level of pure technical efficiency. The low performance of research funding needs to be paid enough attention.
