产业集群是区域财富创造、竞争优势培育、新企业和新技术孕育成长的重要载体。产业集群中企业的技术创新至关重要，能够提升集群整体实力，促进区域经济发展。选取有核产业集群中具有竞争关系的核心企业和非核心企业作为研究对象，通过构建斯坦克尔博格模型，将完全理性动态博弈与系统仿真相结合，分析产业集群中竞争性企业在开展技术创新博弈时的策略选择问题。结果表明：产业集群中竞争性核心企业和非核心企业的技术创新具有交互性及牵引性；企业技术创新的策略选择是市场规模、创新投入、创新能力等内外因素综合作用的结果；技术创新能力的相对比较优势是决定企业具体创新策略选择以及最终市场地位的关键性因素。
