本文针对科技成果转化这一复杂过程建立了“休眠态”科技成果转化政府、科研机构和企业三方演化博弈模型,然后对博弈系统进行了稳定性分析,按照科技成果转化短期和长期两种状态对模型变量赋值,进行了仿真分析,并提出政策建议。最后得出以下三个结论,一、短期三方主体策略相互影响显著,彼此相互促进,相互牵连;二、政府只有普遍选择提供科技政策优惠的策略,才能够对“休眠态”科技成果转化形成促进作用;三、政府对科技成果转化的项目补贴对短期的企业和科研机构策略选择有显著影响,对长期策略选择几乎无影响。

Aiming at the complex process of transformation of scientific and technological achievements, this paper establishes a three-party evolutionary game model of "dormant state" transformation of scientific and technological achievements of the government, research institutions and enterprises, and then analyzes the stability of the game system. According to the short-term and long-term state of transformation of scientific and technological achievements, the model variables are assigned, the simulation analysis is carried out, and the policy suggestions are put forward. Finally, the following three conclusions are drawn: first, the short-term tripartite strategies have significant influence on each other, promote each other and involve each other; Second, the government can promote the transformation of "dormant state" scientific and technological achievements only when it generally chooses to provide preferential policies for science and technology. 3. Government subsidies for the transformation of scientific and technological achievements have a significant impact on the short-term strategic choice of enterprises and research institutions, but almost no impact on the long-term strategic choice.
