要将成渝地区双城经济圈建设成为具有全国影响力的科技创新中心,需要注重创新要素市场一体化建设,协同提高创新支撑体系。从创新所需的资金要素和技术要素角度分析发现,尽管成渝地区已在协同创新研发、科技金融市场一体化、技术市场协同等方面具有一定基础,但仍然存在地方财政创新投入引导功能较弱,社会资本支持协同创新投入机制尚未完善,技术要素市场协同发展质量不高等问题。为此,建议围绕成渝地区主导产业及未来产业布局,共同强化财政创新资金投入和科技金融服务体系建设,协同推进关键核心技术攻关,推进成渝地区技术市场一体化,协同完善跨区域技术交易与成果转化机制。

In order to establish the Chengdu-Chongqing Economic Circle as a science and technology innovation center, it is imperative to prioritize the development of an integrated market for innovative elements and enhance the collaborative framework of the innovation support system. Through the analysis of capital elements and technology elements required for innovation, Chengdu-Chongqing regions has made progress in areas such as collaborative research, integration of capital and technology finance markets, and coordinated development of the technological market. However, challenges still remain, such as a limited capacity for local financial innovation investment guidance, the investment mechanism of social capital to support collaborative innovation has not yet been improved, and a suboptimal quality of coordinated development in the technological element market. To address these issues, it is recommended to focus on the leading industries and future industrial layout in Chengdu-Chongqing regions to jointly strengthen the investment of financial innovation funds and the construction of science and technology financial service system, coordinate to promote key core technology research, promote the integration of technology markets, and coordinate to improve cross-regional technology trading and achievement transformation mechanisms.
