评价指标设计是科研成果评价的核心内容和依据，直接影响评价导向。通过文献阅读和分析，结合专家意见，将高校科研成果分为基础研究、技术开发与应用研究、研究报告及应用、创作与作品类成果。围绕不同科研成果特点，探索构建以体现其学术价值和质量为导向的评价指标，进行分级描述，并首次对高校科研成果具体分级评价模式提出设想，以期为高校科研成果评价提供有益参考。

Evaluation index design is the core content and basis of scientific research achievement evaluation, which directly affects the evaluation orientation. Based on a large number of literature reading and analysis, combined with experts' opinions, this paper divides the scientific research achievements into four groups: basic research, technology development and application research, research report and application, creations and works. In order to provide useful references for the construction of the evaluation system of achievements in scientific research in universities, this paper explores and constructs the qualitative evaluation indexes oriented by academic quality and makes classification descriptions, and puts forward an idea of specific graded evaluation model of achievements in scientific research in universities for the first time.
