科学评价政府引导基金绩效,有助于更好发挥政府引导基金合理配置社会资源、促进产业转型升级及协调区域经济发展等作用。本文基于政府引导基金近年发展特点和相关政策要求,从项目决策、经济效益、管理水平、可持续性四个维度构建政府引导基金绩效评价指标体系,并以山东省新旧动能转换基金为例,利用AHP-模糊综合评价法对政府引导基金绩效评价进行实证研究,最后针对评价中发现的问题提出相关政策建议。

Scientific evaluation of the performance of government guide fund can help better play the role of government guide fund in rational allocation of social resources, promoting industrial transformation and upgrading, and coordinating regional economic development. Based on the development characteristics and relevant policy requirements of government guide fund in recent years, this article constructs a performance evaluation index system for government guide fund from four dimensions: project decision-making, economic efficiency, management level, and sustainability. Then, takes Shandong Province"s new to old kinetic energy conversion fund as an example, an empirical study was conducted on the performance evaluation of government guide fund using the AHP fuzzy comprehensive evaluation method. Finally, some policy recommendations are proposed to address the issues identified in the evaluation.
