进入新发展阶段,科技自立自强作为国家创新发展的战略支撑,亟需先进的科技评价理论来支撑和引导,满足新时代国家科技创新需求的科技评价体系按什么理论来构建,是政府部门和创新主体最关注的核心问题。基于马克思主义价值观和价值评价理论,将马克思主义价值分析法引入到科技评价过程中,提出并分析了贡献价值在科技评价中的内涵,提出了以贡献价值为导向构建科技评价体系的实践逻辑、理论逻辑、历史逻辑和时代逻辑,提出了以贡献价值作为主体评价客体科技创新成效的评判标准,将进一步释放和激活各领域、各行业、各创新主体科技创新活力,有利于构建更加公平、公正和合理的新时代科技评价体系。作者还从层次分析决策思维模型“目标层、准则层、方案层”三个层次,探讨了贡献价值导向构建科技评价体系的路径,提出“贡献价值”是属于决策思维模型“目标层”的层面,即作为判断构建的科技评价体系好坏标准,贡献价值导向和理念贯穿科技评价体系的整个决策过程,将进一步提高国家科技资源的分配效率,进一步释放我国举国体制科技攻关优势,集中优质科技资源攻克经济社会发展过程中的“卡脖子”关键技术的堵点和痛点。

In the new stage of development, as the strategic support of national innovation and development, science and technology self-reliance needs to be supported and guided by advanced science and technology evaluation theory. What theory should be used to construct the science and technology evaluation system to meet the needs of national science and technology innovation in the new era is the core issue that government departments and innovation subjects pay the most attention to. Based on Marxist values and value evaluation theory, this paper introduces Marxist value analysis method into the process of science and technology evaluation, proposes and analyzes the connotation of contribution value in science and technology evaluation, and puts forward the practical logic, theoretical logic, historical logic and time logic of constructing science and technology evaluation system guided by contribution value. The contribution value is put forward as the evaluation standard for the subject to evaluate the scientific and technological innovation effect of the object, which will further release and activate the scientific and technological innovation vitality of various fields, industries and innovation subjects, and help to build a more fair, just and reasonable scientific and technological evaluation system in the new era. The author also explores the path of constructing a science and technology evaluation system guided by contribution value from the three levels of the Analytic Hierarchy Process (AHP) decision-making thinking model: "target layer, criterion layer, and scheme layer". It is proposed that "contribution value" belongs to the level of the "target layer" of the decision-making thinking model, which serves as a criterion for judging the quality of the constructed science and technology evaluation system. The orientation and concept of contribution value run through the entire decision-making process of the science and technology evaluation system, It will further improve the allocative efficiency of national scientific and technological resources, further release the advantages of China"s national system in tackling key problems in science and technology, and concentrate high-quality scientific and technological resources to overcome the bottlenecks and pain points of key technologies in the process of economic and social development.
