科技军民融合发展的网络结构及路径研究 ——基于《“十三五”科技军民融合发展专项规划》的分析

Research on the Network Structure and Path on the Development of Technological Civil-Military Integration

摘要:

科技军民融合是军地双方多领域合作的复杂性系统工程，以《“十三五”科技军民融合发展专项规划》文件作为分析对象，通过收集相关文献和政策文件，运用文本分析方法和社会网络法来刻画出我国科技军民融合发展网络结构，并运用可视化和定量的方法来从行为主体和重点任务两个方面分析其发展的基本路径，即以“政府、军方为核心，科研机构、高等院校为主体，中介组织为桥梁”的多元主体共治发展模式，以及“统筹建设，系统推进，重点实施”的重点任务建设路径，从而为持续深化我国科技军民融合发展提供理论支撑。

Abstract:

Technological civil-military integration is a complex system engineering for military and civilian to cooperate in many fields. Taking the document "The special plan of Thirteenth Five-year Plan period for technological civil-military integration development" as the analysis object, by collecting relevant documents and policy documents, and applying text analysis method and social network method to describe the network structure of China's technological Civil-Military Integration science, and using visual and quantitative methods to analyze the basic path of its development from the two aspects of behavioral subjects and key tasks, namely, "the government and the military are the core, the scientific research institutions, colleges and universities as the main body, the intermediary organization as the bridge, the multi-community development model, and the key task construction path of “coordinating construction, system promotion, and key implementation”, thus providing theoretical support for continuous deepening of technological civil-military integration development.
