省部科技共建:一种科技资源优化配置的新形式

摘要:

省部科技共建是中央政府与地方政府通过共建优化整合中央和地方科技资源,以促进区域科技经济发展的一种新合作形式。共建形式可分为省部共建实验室、省部共建创新产业基地、省部共建创新工程、重大发展计划中的科技共建等4类。共建项目选择的原则包括整体性、长期累积性和效益性等,其共建重点领域是基础研究、科技人才培养、产学研平台和战略性产业等4方面。

Abstract:

Province-ministry co-construction in science and technology fields in China is an important measure for integrating scientific & technological resources and interactive communication,which is also a science and technology management policy and mechanism innovation.It contains: co-building laboratories,innovative industrial bases,innovation projects and co-building in major development plans in science and technology.The choosing principle includes integrity,long-term cumulative and efficiency,etc.The key areas focus on basic research,technology talents training,university-industry-institute platform and strategic industry.
