摘要:

在我国种业市场化、全球化和法制化的进程中,2011年4月10日国务院下发《关于加快推进现代农作物种业发展的意见》,提出了今后种业发展的指导思想与发展目标,还提出在“十二五”期末科研院所和高等院校实现“事企脱钩”.省级农业科研单位的种业应更新观念,迅速定位,进行体制创新,打破事企不分的现状,整合优势资源,强化企业管理与机制创新,快速推进育繁推一体化龙头企业的进程；顺应市场需求,调整育种目标,建立稳定的育种队伍；实行ISO901:2008国际质量管理体系,引导和促进种业市场国际化,将种业快速升级.

Abstract:

In the process of marketization,globalization and legalization of our country’s seed industry,on April 10,2011,the state council issued "the opinions in accelerating the development of modern crop seed industry",and put forward the guiding ideology and development goals of the future development of seed industry,it also pointed out the research institutes and colleges to realize "enterprise decoupling" in the final of "the 12th five-year plan".What should the seed industry of the provincial agricultural scientific research units do ? The paper stated that it should renew the idea,carry through system innovation and break the status short of a clear line between the functions of the institute and enterprise management,integrate the advantage resources,strengthen the management of enterprises and mechanism innovation,push forward rapidly the integration process of breeding,reproduction and promotion of the leading enterprise.And it also should comply with the market demand,adjust breeding objectives,establish stable breeding teams;carry out the ISO9001:2008 International Quality Management System,guide and promote the internationalization of seed industry market,and upgrade the seed industry fastly.
