    摘要:

    “十一五”期间,在良好的政策环境下我国CDM项目发展迅速.运用数据包络分析方法测度了2009年我国26家CDM概念类上市公司的总体效率、纯技术效率及规模效率状况,结果表明:第一,整体来看,综合生产效率不高,大部分生产规模偏小,没有达到最优规模阶段;第二,我国清洁发展机制项目的综合效益不高,容易实施、短期内见效快的清洁发展机制项目多,而技术含量高、对我国可持续发展贡献大的项目则相对较少;第三,我国实施CDM项目的上市公司效率水平不高,这与我国在“十一五”规划中对实现可持续发展的要求,对节能减排工作的重视,以及出台的促进CDM项目实施的相关政策措施不相适应.

    Abstract:

    During the period of "Eleventh Five-Year Plan",CDM projects developed fast in China under good policy environment.This paper uses data envelopment analysis methods to measure 26 listed companies of overall efficiency,pure technical and scale efficiency conditions in 2009,which are CDM.The results show that: First,as a whole,the overall production efficiency is not high,most of them have a small production scale,which is far from the optimal scale.Second,clean development mechanism projects’ overall efficiency in China is not high.Those projects which are easy to implement and quick rewarded in the short term are popular.But those with high technology which could make a large contribution to China’s sustainable development are relatively few;Third,the efficiency level of China listed companies’ CDM projects is not high,which is incompatible to the requirements for achieving sustainable development,and government’s great attention to energy conservation and emission reduction,and the introduction of related policies and measures to promote the implementation of CDM projects during the period of "Eleventh Five-year Plan ".
