江苏三大区域科技创新人才政策比较研究

Comparative Analysis on the Technological Innovation Policy of Talents in Three Regions of Jiangsu Province

摘要:

高效的人才战略体系是科技创新政策体系的重要组成部分,积极、完善的科技创新人才政策有利于建立好的用人机制,对于加强科技人才的引进、流动、培养具有重要的作用.研究分析了江苏省科技创新人才政策体系,通过对江苏省13个市科技创新人才政策的比较得出目前人才政策存在的问题并分析了原因,最后提出进一步完善科技政策制定的若干建议.

Abstract:

An efficient personnel strategy system is an important part of policy system of technological innovation strategy.The positive and comprehensive technological innovation policies of talents are conducive to establish well employment system and they play an important role in strengthening the introduction,mobility and training of the scientific and technological person.This paper analyzes technological innovation policy system of talents of Jiangsu province through comparing technological innovation policies of talents of 13 cities in Jiangsu province.It gets the current problems and analyzes the reasons,and finally it puts forward some recommendations to improve the science and technology policy-making further.
