黑龙江煤炭产业优化科技资源配置的对策

Countermeasures to Technology Resources Configuration in Heilongjiang Coal Industry

摘要:

以狭义的科技资源配置,即科技财力资源和科技人力资源为主,针对黑龙江省煤炭产业实际情况,运用大量数据对煤炭科技投入产出状况及存在问题进行比较分析,并从煤炭科技管理体制和机制等方面剖析了问题的深层次原因,最后从配置客体、主体和环境等三个方面提出加大煤炭科技投入强度,完善以企业为主体的煤炭科技创新体系,营造良好政策环境,建设煤炭产业技术创新联盟和社会服务体系等措施,为黑龙江省东部煤电化基地合理配置科技资源提供科技支撑和政策借鉴.

Abstract:

Based on the narrow sense of science and technology resources configuration,mainly on science and technology financial resources and human resources,we focus on the actual situation of coal industry in Heilongjiang province by undergoing comparative analysis and finding out problems of the status of input and output of coal science and technology with the analysis of large amounts of data.After probing into the deep reasons of the current problems in the system and mechanism of coal technology management,we finally propose improvement measures from three aspects: configuration object,configuration subject and environment.By increasing investment intensity in coal industry,improving the business-oriented technological innovation system of coal,creating a favorable policy environment,building coal industry technology innovation alliance and social services system and other measures,we expect positive effects on rational configuration of technology resources and beneficial reference to technology policy for the coal base in the east of Heilongjiang province.
