摘要:

推进扶贫开发"双到"是建设幸福广东的重要举措。过去,由于扶贫政策措施在效果控制上缺失,广东省农村扶贫效率相对低下,为此,从效率角度入手对广东省农村扶贫制度进行重新审视,深入分析扶贫工作效率低下的原因,在此基础上围绕"规划到户、责任到人"扶贫实践对比分析该扶贫模式在效率上的进步与创新,总结了"双到"扶贫工作的成效,揭示了其作用与意义。

Abstract:

To promote poverty alleviation "double to" is to take an important measure of happiness in Guangdong.In the past,the poverty alleviation efficiency was relatively low because of the absent policy on the result control.In this paper,we re-examine the the system of rural poverty alleviation from efficiency aspect and make a deep analysis on the reasons for low efficiency of poverty alleviation.On the basis,we compare and analyze the progress and innovation of poverty alleviation around the practice of "plan to home,responsibility to people".Thus,we can reveal its significance from the effect of the"double to".
