技术创新在经济发展中起着重要作用,环境规制对于技术创新的影响势必影响经济发展。本文运用2001-2010年36个工业行业的面板数据,通过主成分分析方法构建综合的指标体系,最后采用计量经济的方法,实证分析了在“十五”和“十一五”期间，环境规制对中国行业技术创新的影响。研究发现,环境规制对于不同的行业有着不同的影响,对其中20个行业有正效应,主要为协调性行业(环境技术效率大于0.7),16个行业有负效应,主要为不协调性行业和行业协调性下调的行业,且对于不同行业影响程度不同。同时,分析了造成这种现象的可能原因,并提出相应的政策建议。

Technological innovation plays an important role in economic development, and the impact of environmental regulation on the technological innovation is bound to affect the economic development. This paper first built a comprehensive indicator system, and then used the 2001-2010 panel data of 36 industries to analysis the impact of environmental regulation on technology innovation through econometric method. The study found that environmental regulation had different effects for different industries: 20 industries have a positive effect, mainly the coordinated industry (environmental efficiency greater than 0.7); 16 industries have a negative effect, mainly uncoordinated industry and the industry coordinated downward industry; the degree of impact on different industries is different. Meanwhile, this paper analyzed the possible reasons for this phenomenon, and proposed appropriate policy recommendations.
