政产学研协同创新——区域创新发展的新范式

A New Paradigm for Regional Innovation Development: GIU Collaborative Innovation

摘要:

区域性政产学研协同创新不仅仅是传统意义上的高等学校、科研院所与企业之间的产业合作,它更强调在地方政府的政策引导下,一定地域内的多个创新主体之间密切融合,形成协同效应,共同增强区域竞争力,推动区域跨越发展。通过比较产学研合作与协同创新两种范式的不同点,分析了大科学时代传统产学研合作面临的发展困境,最后从战略、机制和环境三个方面构建了区域性政产学研协同创新体系的结构模型,旨在为区域创新发展提供参考。

Abstract:

Regional GIU collaborative innovation is not just industry cooperation between enterprises, universities or research institutions in the traditional sense. It is emphasized that muti-innovators in certain geographical area form a synergy together under the policy guidance of local governments in order to improve regional competitiveness, and promote regional economic development. This paper distinguished the two paradigms of university-industry cooperation and collaborative innovation, analyzed the main problems of traditional university-industry cooperation exist in the process, and proposed a structural model of regional political research collaborative innovation system in order to provide reference for the development of regional economy.
