基于组合模型的山东半岛蓝色经济区海洋科技创新能力综合评价

Comprehensive Evaluation of Shandong Peninsula Blue Economic Zone’s Marine Scientific and Technical Innovation Ability Based on the Combination Model

摘要:

提升海洋科技创新能力对于推动山东半岛蓝色经济区国家战略的实施具有重要意义。根据蓝色经济发展的要求建立了一套较为全面的区域海洋科技创新能力综合评价指标体系,同时为避免传统单一模型进行评价所存在的缺陷，通过引入模糊Borda数法和Kendall一致性检验，构建了由多种评价方法组成的组合模型。该方法在区域科技创新能力的实证研究中得到了很好的应用。综合评价显示：山东省海洋科技创新能力的综合实力较强，海洋科技创新基础与投入的优势明显，但在海洋科技成果转化方面,与技术经济活跃地区还存在着明显的差距,成果转化已成为制约蓝色经济区海洋科技创新能力的重要因素。

Abstract:

Promoting marine scientific and technical innovation ability is very important to the implementation of the national strategy of Shandong Peninsula blue economic zone.A comprehensive evaluation index system of the regional marine scientific and technological innovation ability was established ,in order to avoid the defects of the traditional single model, by introducing fuzzy Borda method and Kendall consistency test, a combination model composed of a variety of evaluation methods was constructed. The empirical results show that,this method has a very good application in comprehensive evaluation of the regional scientific and technical innovation ability. The comprehensive evaluation shows that the comprehensive strength of Shandong Province marine scientific and technical innovation ability is strong, blue economic zone has obvious advantages in the basic conditions and investment aspects of marine science and technology innovation, there is an obvious gap between blue economic zone and Guangdong, Shanghai in the innovation transformation,innovation transformation has become an important factor to restrict blue economic zone’s marine scientific and technical innovation ability.
