创新券是政府为推动低技术中小企业创新而承担一部分或全部开放式创新成本的一种支付手段。如何充分发挥创新券的效用,帮助低技术中小企业参与创新、跳出“低技术陷阱”,则是亟需解决的问题。通过对创新券的经济分析,提出构建创新券作为催化剂、以生产力促进中心为创新券项目的具体推动者、以知识产权拥有机构为拉动者的利益相关者创新券运行机制模型,充分发挥创新券的效用。

Innovation vouchers is a way of payment which is government committed part or all of cost in order to drive low-tech Small-Medium enterprises to innovation. How to make a full effect of innovation vouchers is a problem to be solved urgently for low-tech Small-Medium enterprises participating innovation and jumped out of low-tech trap. On base of economics analysis, his paper constructed a stakeholder model of innovation vouchers operating mechanism of innovation vouchers as a catalyst, productivity promotion center as pusher , knowledge and technique institutes as puller, in order to make a full effect of innovation vouchers.
