《促进科技成果转化法》中政府角色的再定位

摘要:

在政府职能由全能型向服务型转变的大背景下，研究现行法中反映政府角色的规范性条文内容并提出相关完善建议，对政府在科技成果转化中角色的再定位显得尤为重要。本文从政府介入科技成果转化的理论分析着手，研究《促进科技成果转化法》中的政府角色，并探究政府角色的立法结构从典型的“目标导向”模式向新型“主体导向”模式重组的问题，最后就重塑政府角色提出修订相关法条的建议。

Abstract:

Under the background of government functions shifted from the versatile to the service, studying the legal provisions that reflect the government"s role and making relevant recommendations, is very important for repositioning the role of government in the transformation of scientific and technological achievements. Firstly analyze the theory of government intervention; secondly study the role of government in the law of PTSTA and the reorganization of the legislative framework of the role of government from the "goal-oriented" mode to the "subject-oriented" mode, and finally reshape the role of government and make recommendations to amend the law of PTSTA.
