Research on Intellectual Property Strategy of Minority Autonomous Areas

民族自治地区知识产权事业的发展水平明显滞后于中东部地区。构建和实施民族自治地区知识产权战略,对于贯彻科学发展观、增强地区经济核心竞争力、落实国家知识产权战略都具有十分重要的意义。民族自治地区知识产权战略在内容的构建上,做到了目标上的远近结合、战略重点上的点面结合、推进措施上的官商结合。民族自治地区知识产权战略尚存在忽视知识产权的私权本性、知识产权的质量指标以及自身的特色和优势的不足。知识产权战略对于民族自治地区知识产权事业进步的绩效已经初显。应该在推进下级知识产权战略构建、创立特色领域知识产权法规以及强化知识产权司法和执法方面推进民族自治地区知识产权战略的实施。

Abstract:

The intellectual property of Minority Autonomous Areas lags behind the Central and Eastern Region. The construction and implementation of Intellectual Property Strategy of Minority Autonomous Areas (IPSMAA), is very important for carrying our Scientific Outlook on Development, enhancing core competitiveness of regional economy and implementing National Intellectual Property Strategy. The content construction of IPSMAA achieve the combination of long-term and short-term target, the combination of points and planes of strategic focus, the combination of government and enterprise in promoting measures. IPSMAA has ignored the private nature and the quality index of intellectual property rights, and its own characteristics and advantages. Intellectual property strategy’s effect of promoting intellectual property of Minority Autonomous Areas has been initially apparent. In order to implement IPSMAA, we should promote lower intellectual property strategy construction, create intellectual property regulation of characteristic field, and strengthen intellectual property judicial and administrative enforcement.
