文章以高等院校为研究对象,针对现阶段科研经费管理中存在的风险因素复杂、使用效率低等问题展开研究。文章采用基于层次分析法的模糊综合评价法,设计了由管理、环境、人员和技术四个维度组成的指标体系,并构建了高校科研经费管理风险评估模型。通过实例验证,该评估模型具有良好的可操作性和易用性,评估结论科学可靠,可以为决策者提供依据,具有现实意义。

Taking Colleges and universities as the research object,This paper focuses on the study of the problem of complex factors、low rate in scientific research funds management.Based on the fuzzy analytie hierarchy process(FAHP), This paper designed a index system included the management、the environment、the personnel and the technology, And then built a model of risk evaluation of Scientific Research Funds Management in Colleges and Universities. The research about example shows that the model has good maneuverability and ease of use, The conclusion of evaluation is scientific and reliable, it can provide the basis for decision makers and has practical significance.
