国外对中国科技创新实力的观点述评

Analysis of Reviews from Foreign Observer on China’s Innovation Capacity

摘要:

随着中国经济实力上升，科技投入逐年增大，中国的科技论文和专利等产出排名也屡创新高。中国的科技创新实力引起了世界的关注，不少国外研究人员对此发表评论观点。作者搜集了2006年《国家中长期科技发展规划纲要》发布以来，国外研究人员发表的针对中国科技创新实力的代表性评论文章，对其中的观点进行归纳和分析，并提出几点思考。文章希望帮助中国科技界多视角了解中国科技发展的状态和潜在的问题，对中国科技体制改革有所启发。

Abstract:

Along with the rapid development of China’s economy, large quantity of investment have been put to the science and technology field, with the hope of innovation improvement. At the same time, China’s science and technology output ranking is updated year by year. It has draw great attention from all over the world on China’s science and technology development, some foreign reviews are published. Some typical reviews on China’s science and technology innovation capacity from foreign researchers after 2006, the launch of MLP(National Guideline on Medium and Long-Term Plan for Science and Technology Development) are collected and analyzed in this article, some suggestions are proposed. It is hope that through this article, Chinese scientist and policy makers could objectively understand the actual status as well as the barrier of China’s science and technology development, deeply consider the overall reform of china’s innovation system.
