基于AHP的中国现代种业发展的SWOT分析*

An AHP-based SWOT analysis on development of China’s modern seed industry*

摘要:

种业是国家战略性、基础性核心产业,大力发展现代种业是保障我国粮食安全与建设现代种业体系的需要。首先运用SWOT分析法对我国种业内部发展的优势和劣势、外部环境的机遇和威胁进行了分析；其次采用层次分析法(AHP)系统评估SWOT要素,进而得到各要素的优先权数与发展短板；最后提出了促进我国现代种业发展的战略对策：加强基础性研究,提高科技创新能力；培育国际种业公司,提高市场竞争力；打造良种基地工程,提高种子保障力；加强知识产权保护,提高市场监管能力。

Abstract:

As seed industry is a country’s strategic and fundamental core industry, vigorously developing modern seed industry is necessary to protect our food security and construct modern seed industry system. Firstly, a n analysis on strengths and weaknesses in internal development, opportunities and threats in external environment of China"s seed industry development was carried out using SWOT; Secondly, the SWOT elements were evaluated systematically by the Analytic Hierarchy Process (AHP) to find out the priority number of the elements and short board of development; Finally strategic responses to promote the development of China"s modern seed industry were put forward: Strengthening basic research to enhance scientific and technological innovation capacity ; fostering international seed companies to improve market competitiveness ; building a breeding base project to improve seed security forces ; strengthening intellectual property protection to improve the market regulatory capacity .
